Can the polar ice caps be used to reflect & capture solar energy. Could the poles that collect more light than any place else be the best place & surface to redirect sun light?

As with solar arrays that redirect light into a collector could we not make ice dishes & mount a collector above? an array that directs to a collector/collectors. Maybe to a satellite that directs the light to the collector.

if a bubble wrap sheet that was made to be solar, & floated on the ocean surface. near existing oil platforms. in the bubbles have a bit of palladium & water use the solar to make hydrogen use the platform to ground to earth & hold the hydrogen.

A large sheet of floating bubble wrap layered with a fine mesh to conduct electric currents, palladium with sea water should create hydrogen. the layered sheet could use a oil platform as a ground & a storage/production site. if the sheet had solar properties could it not be used along with some wind generators to produce hydrogen. Heat from the water could also be circulated & used. Even the tides & currents could be used together.
